Speaker: Tom Cottar – Historical Perspectives
Viet Nam Navy veteran, Tom Cottar served for 6 years active and reserve, mustering out as E4 in 1971.
His service didn’t end then, as he joined the VVA (Viet Nam Veterans Association) Baytown chapter and has remained an active member as the Vice President of VVA Texas State Council, and joining the American Legion and the Greater Houston Area Rotary for Veterans and Patriots.
He has served all his adult life as a staunch Republican Activist.
His impressive list includes serving as:
- Precinct Chair: 1981 – 2014
- State Republican Executive Committee: 1986 – 1996
- SD-15 Chair: 1984 – 1996
- Recognized as Volunteer of the Year by the State of Texas: 1998
- National Convention Delegate: 1992
- Texas State Convention Delegate: Each convenience since 1982
- Texas State Platform Committee: 1992 -1996
- Founder, Military Partnership Committee, 2000, achieving Permanent Partner status, 2008
- Harris County Republican Party: Committees served on: Advisory, Vacancy, Finance (4 years each); Candidates for 6 years, as Chair for 4 years; Presently serving on the Military Partnership committee.

Oscar Gonzales – A Life of Service, Leadership, and Community
Oscar Gonzales was born in 1962 and raised in Houston’s historic 5th Ward/Tuffly Park neighborhood. In the early 1970s, his family moved to the Heights, where he later graduated from Reagan High School in 1980.
Rooted in a rich cultural heritage, Oscar’s mother is of Mexican and Portuguese descent, while his father’s lineage includes Native American ancestry from the Kickapoo tribe—and possibly the Karankawa. Spanish was his first language, and today he speaks both English and Spanglish, proudly connecting with a wide range of communities across Harris County.
Driven by strong family values and a relentless work ethic, Oscar started working as soon as his parents allowed. In 1988, he joined the Harris County Sheriff’s Office, launching a 30-year career in public service. He retired in 2018 after serving in nearly every division within the department, including:
• 1301 Jail Operations • Hospital Detail • Executive Bureau
• Narcotics • Criminal Court • Civil Court • Juvenile Court
• Family Court • Protective Order Court • Child Support Court
Beyond his professional service, Oscar has always been deeply involved in his community. He’s coached youth baseball, served as President of a Little League organization, and personally maintained baseball fields when red tape stalled progress. A devoted advocate for families and youth, Oscar has supported teens in crisis, assisted families navigating the court system, and helped organize adoption day celebrations and graduation events for children in the child protection system.
Oscar has also championed the rights of his fellow officers. As Vice President of the Mexican American Sheriffs Organization and a board member of the Harris County Sheriff’s Organization, he worked tirelessly to advocate for better pay and working conditions—often facing off with Commissioners Court to do what was right.
In his personal life, Oscar is a passionate car, truck, and motorcycle enthusiast. He also maintains an active lifestyle, enjoying inline skating, cycling, and weightlifting. Oscar Gonzales is not a career politician — he’s a lifelong public servant, a mentor, and a proud Houstonian who’s never stopped fighting for his neighbors and his county.
